EXERCISE SEA VIGIL-22
What's the NEWS
- The third edition of the ‘Pan-India' Coastal Defence Exercise ‘Sea Vigil-22' will be conducted on 15-16 Nov 22.
Know! about the exercise
- This National Level Coastal Defence Exercise was conceptualised in 2018 to validate various measures that have been instituted towards enhancing maritime security since ‘26/11'.
- Coastal Security being a major sub-set of Coastal Defence construct, the concept of ‘Sea Vigil' is to activate the Coastal Security apparatus across India and assess the overarching Coastal Defence mechanism.
- The exercise will be undertaken along the entire 7516 km coastline and Exclusive Economic Zone of India and will involve all the Coastal States and Union territories along with other maritime stakeholders, including the fishing and coastal communities.
- The exercise is being conducted by the Indian Navy in coordination with the Coast Guard and other ministries entrusted with the task of maritime activities.
- The scale and conceptual expanse of the exercise is unprecedented in terms of the geographical extent, the number of stakeholders involved, the number of units participating and in terms of the objectives to be met.
- The exercise is a build up towards the major Theatre Level Readiness Operational Exercise (TROPEX), which the Indian Navy conducts every two years.
- Sea Vigil and TROPEX together will cover the entire spectrum Maritime Security challenges.
- Assets of the Indian Navy, Coast Guard, Customs and other maritime agencies will participate in Ex Sea Vigil.
- In addition to the Ministry of Defence, the conduct of this exercise is also being facilitated by the Ministries of Home Affairs, Ports Shipping and Waterways, Petroleum and Natural Gas, Fisheries Animal Husbandry and Dairying, Customs, and other agencies of Centre/ State.
- Exercise Sea Vigil provides opportunity, at the apex level, to assess our preparedness in the domain of Maritime Security and Coastal Defence
- Exercise Sea Vigil-22 will provide realistic assessment of our strengths and weaknesses and thus will help in further strengthening Maritime and National Security.

What's the NEWS
- National Museum of Natural History (NMNH), under the Ministry of Environment Forest and Climate Change and United Nations Development Programme (UNDP), jointly launched "In Our LiFEtime" campaign to encourage youth between the ages of 18 to 23 years to become message bearers of sustainable lifestyles.
- This campaign envisions to recognize youth from around the world taking climate action initiatives that resonate with the concept of LiFE.
- This was launched in a side event at the India Pavilion at COP 27, Sharm El-Sheikh.
- The campaign gives a global call for ideas from youth across the world who are passionate about living environment conscious lives.
- The youth will be encouraged to submit their climate actions that contribute to lifestyles for the environment within their capacity, which are sustainable and scalable, and serve as good practices that can be shared globally.
- In Our LiFE time campaign is a great way to encourage youth to become the ambassadors of sustainable lifestyle practices and grow into leaders that lead the way in biodiversity conservation and natural resource management.
- The campaign will involve more youth in the conversation about climate change, adaptation and mitigation, and provide them a platform to share their concerns, issues and solutions with the leaders of the world.
India Submits its Long-Term Low Emission Development Strategy to UNFCCC
What's the NEWS
- India submitted its Long-Term Low Emission Development Strategy to the United Nations Framework Convention on Climate Change (UNFCCC), during the 27th Conference of Parties (COP27)
India's approach is based on the following four key considerations that underpin its long-term low-carbon development strategy:
- India has contributed little to global warming, its historical contribution to cumulative global GHG emissions being minuscule despite having a share of ~17% of the world's population.
- India has significant energy needs for development.
- India is committed to pursuing low-carbon strategies for development and is actively pursuing them, as per national circumstances
- India needs to build climate resilience.
- The two themes of "climate justice" and "sustainable lifestyles", alongside the principles of Equity and Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC), in the light of national circumstances, that India had emphasized at Paris, are at the heart of a low-carbon, low-emissions future.
- Similarly, the LT-LEDS has been prepared in the framework of India's right to an equitable and fair share of the global carbon budget, which is the practical implementation of India's call for "climate justice."
- This is essential to ensure that there are no constraints on realizing India's vision of rapid growth and economic transformation, while protecting the environment.
Prayaas Se Prabhaav Tak launched
What's the NEWS
- The MoEFCC - UNDP Compendium ‘Prayaas Se Prabhaav Tak - From Mindless Consumption to Mindful Utilization' was launched.
- Responsible Consumption by taking only as much as is needed, using products to the end of their lives, and repurposing or recycling whatever is left over.
- Circular Economy to improve resource efficiency, minimize waste and emissions to reduce the carbon footprint and improve ecological handprint.
- Living in Harmony with Nature by practising the philosophy of 'Vasudhaiv Kutumbkam' (the World in One Family) and living a life with compassion for all living beings.
- Sustainable Resource Management through mindful and deliberate utilisation of the available resources and to reduce overconsumption and promote equitable access to resources.
- Coexistence and Cooperation among countries and communities through the promotion of science and innovation, knowledge exchange, dissemination of best practices, and conservation of traditional knowledge systems.
- It proposes a LiFE framework to guide, governments, institutions, and societies to move towards mindful utilization of resources.
UNFCCC COP 27 - Highlights
- 27th session of the Conference of Parties (COP27) of the United Nations Framework Convention on Climate Change (UNFCCC)
- Location - Sharm el-Sheikh ( Egypt's coastal city)
- Date - 6 to 18 November 2022.
- Participants - 45,000 registered participants from 195 member countries.
- Sharm-El-Sheikh Adaptation Agenda:
- The Sharm-El-Sheikh Adaptation Agenda outlines 30 Adaptation Outcomes to build resilience for four billion people that are most vulnerable to climate, by 2030.
- Last year, PM Modi, at the 26th edition of the COP in Glasgow, Scotland, committed to India becoming net-zero, or in effect carbon neutral, by 2070 along with Panchamrita
Five commitments made by the Prime Minister of India at the global conference (Panchamrit)
- To raise the non-fossil fuel based energy capacity of the country to 500 GW by 2030.
- By 2030, 50% of the country's energy requirements would be met using renewable energy sources.
- The country will reduce the total projected carbon emission by one billion tonnes between now and the year 2030.
- The carbon intensity of the economy would be reduced to less than 45% by 2030, Modi said as the fourth point.
- The country would become carbon neutral and achieve net zero emissions by the year 2070.
India's Participation in COP27:
- India is determined to press developed countries into making good their unfulfilled commitment to deliver $100 billion a year of climate finance by 2020 and every year thereafter till 2025.
- The Environment Minister of India Shri Bhupender Yadav is leading the Indian delegation to COP-27.
- India is hosting a pavilion with the theme of LiFE- Lifestyle for Environment at COP 27.
- LiFE aims to have a substantial impact on the health and wellbeing of the planet.
- LiFE movement is India's contribution to handling global climate crisis.
- The LiFE movement seeks to transform persons into ‘pro-planet people', who would adopt sustainable lifestyles in the modern world.
Know! about Mission LiFE
- The Prime Minister of India gave the mantra of LiFE to the world in 2021 at COP 26 in Glasgow and this movement has since been widely supported by world leaders.
- India has spearheaded Mission LiFE as a global mass movement that harnesses the power of individual and collective action across the world to address the climate crisis.
- It aims to resurrect the delicate balance between man and nature by encouraging a shift from mindless and wasteful consumption to mindful and deliberate utilisation to protect and preserve the environment.
- Mission LiFE is designed with the objective to mobilise at least one billion Indians and other global citizens to take individual and collective action for protecting and preserving the environment in the period 2022 to 2027.
- Within India, at least 80% of all villages and urban local bodies are aimed to become environment-friendly by 2028.
