Madhya Pradesh notifies PESA Rules on the occasion of Janjatiya Gaurav Divas

 

 

What's the NEWS

  • Madhya Pradesh has notified its PESA Rules on the occasion of Janjatiya Gaurav Divas on 15thNovember, 2022.
  • The PESA Act, now under implementation in Madhya Pradesh
  • It will empower the Gram Sabhas to take decision on the rules and regulations with regard to all natural resources in the forest areas.
  • The PESA Act will give more constitutional rights to the tribal people to reap the benefits of natural resources from the forest areas where they live.
  • The new PESA Rules made for the scheduled areas in Madhya Pradesh will be effective in empowering the lives of tribal communities and giving the tribals their rights
Panchayats (Extension to Scheduled Areas) Act (PESA Act)
  • With the objective of effective implementation of PESA, Ministry of Panchayati Raj circulated Draft Model PESA Rules in 2009.
  • Based on continuous advocacy and persuasion by the Ministry of Panchayati Raj eight States namely; Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Maharashtra, Madhya Pradesh, Rajasthan and Telangana, Chhattisgarh have notified their State PESA Rules under their respective State Panchayati Raj Acts.
  • Nine PESA States, except Rajasthan, have incorporated the provisions of PESA 1996 in their respective State Panchayati Raj Acts.
  • The tenth State, Rajasthan, has notified "The Rajasthan Panchayat Raj (Modification of Provisions in their Application to the Scheduled Areas) Act 1999".
  • Presently, 10 States viz. Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Telangana, have Fifth Schedule Areas in their respective States.
Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996" (PESA)
  • To bring the people residing in Fifth Schedule Areas in the mainstream, the Parliament, in terms of Article 243M(4)(b) of the Constitution, has enacted "the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996" (PESA) to extend Part IX of the Constitution, relating to Panchayats, to the Fifth Schedule areas, with certain modifications and exceptions.
  • States, having Fifth Schedule Areas, have been empowered to make Panchayat Laws for these areas.
  • Under PESA Act 1996, State Legislatures have been empowered to frame all laws concerning the extension of the provisions of Part IX of the Constitution relating to the Panchayats in Fifth Scheduled Areas
  • PESA is an Act to provide for the extension of the provisions of Part IX of the Constitution relating to the Panchayats to the Scheduled Areas.
  • Out of the ten PESA States, eight States namely; Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Maharashtra, Madhya Pradesh, Rajasthan and Telangana have framed and notified their State PESA Rules under their respective State Panchayati Raj Acts.

  • 8th Norway-India Joint Working Group Maritime meeting was held on17th November,2022 in Mumbai.
  • India-Norway Joint Working Group on Maritime meetings are being held on a regular basis.
8th JWG Maritime Meeting - Highlights
  • Discussion on use of alternative fuels like green ammonia and hydrogen for futuristic shipping.
  • Norwegian Green Shipping Programme has been successful and the experience and expertise was shared in the meeting.
  • India Norway is part of Green Voyage 2050 project, both parties agreed on willingness, devotion, partnership and capacity building for achieving common goals.
  • India is a signatory to Hongkong Convention for Recycling of Ships.
  • India requested that EU regulation should not hinder to recycling non-European countries which is compliant as per International Convention.
  • Norway was requested not to prolong Ship recycling to India as lot of investment has been made by Indian recyclers.
  • India has pressed upon cooperation in the filed of Maritime Training in latest maritime technology eg. MASS etc.
  • The Indian side has requested Norway to extend Ship Board training and Ship Board training in the area of Polar Water Navigation.
Maritime India Vision 2030
  • Ministry of Ports Shipping and Waterways has prepared Maritime India Vision 2030 identified more than 150 initiatives across various maritime sectors like ports, shipping and waterways focusing on capacity augmentation, operational efficiency improvement, growth in sectors related to Ship building, recycling and repair, quality maritime education and also supporting growth of nascent sectors like cruise tourism in the country
Other Highlights
  • The Norwegian delegation will also take part in INMARCO, the Green Shipping Conclave, and the Maritime ShEO conference.
  • The Maritime ShEO conference is supported by Norway and focused on maritime diversity and sustainability, including gender equality in the maritime industry.

 


3rd 'No Money for Terror' Ministerial Conference on Counter-Terrorism Financing

 

What's the NEWS

  • The two-day conference organised on 18th-19th November will offer a unique platform for participating nations and organisations to deliberate on the effectiveness of the current international regime on Counter Terrorism Financing and the steps required to address emerging challenges.
  • The conference will build on gains and learnings of the previous two conferences (held in Paris in April 2018 and in Melbourne in November 2019) and will work towards enhancing global cooperation to deny finances to terrorists and access to permissive jurisdictions to operate.
  • It will be attended by about 450 delegates from across the world, including Ministers, Heads of Multilateral organisations and Financial Action Task Force (FATF) Heads of Delegations.
During the Conference, deliberations will be held in four sessions which will focus on
  • ‘Global Trends in Terrorism and Terrorist Financing',
  • ‘Use of Formal and Informal Channels of Funds for Terrorism',
  • ‘Emerging Technologies and Terrorist Financing' and
  • ‘International Co-operation to Address Challenges in Combating Terrorist Financing'.

 


Election Management Bodies (EMBs)

 

What's the NEWS

  • Chief Election Commissioner of India Shri Rajiv Kumar has been invited by Election Commission of Nepal as International Observer for the forthcoming elections to Nepal's House of Representatives and Provincial Assembly.
  • ECI also has a similar International Election Visitors Program where members from other Election Management Bodies are invited to experience first hand our General and Assembly Elections held periodically.
  • ECI's India International Institute of Democracy and Election Management (IIIDEM) has by far trained more than 2200 officers from 109 countries of whom 70 officers from Nepal have also been trained as part of capacity building initiatives.
  • A capacity building program for 25 officials from Election Commission of Nepal is also scheduled to be held from 13th to 24th March 2023 at IIIDEM.
  • ECI had been chairing the Association of World Election Bodies, which is the world's largest international organization in the field of election management - since Sept 2019 to October 2022.
  • A-WEB currently comprises 119 Election Management Bodies (EMBs) from 109 countries.
  • ECI has now been unanimously elected as the new Chair of the Association of Asian Election Authorities (AAEA) for the term 2022 to 2024 thus globally acknowledging ECI's presence and efficient conduct of Elections in world's largest democracy.

  • 4th edition of Indian Chemicals Council (ICC) Sustainability Conclave on the theme of ‘boardrooms to Community-ESG, Carbon Neutrality, Operational Safety, Greener Solutions'
  • The two-day event promotes sustainability in the management of the entire life cycle of chemicals.
  • It is being organized jointly with United Nations Environment Program (UNEP) and International Council of Chemical Associations (ICCA) with due support of Ministry of Chemicals and Fertilizers and Ministry of Environment, Forest & Climate Change.

 


India MedTech Expo (IMTE)

 

What's the NEWS

  • India MedTech Expo (IMTE), a three-day long event is the 1st edition of India MedTech Expo, organized by Dept. of Pharmaceuticals, Government of India, in close association with all the Medical Devices Industry Associations.
  • It is being coordinated by Federation of Indian Chambers of Commerce & Industry (FICCI).
  • The Expo is planned around the theme "Future of Device, Diagnostics & Digital".
  • The event is organized with an objective to create opportunities to network and explore collaborations both for the sector's growth in India and its potential contribution globally, by bringing together all the stakeholders
IMTE Highlights
  • 150+ Start-ups, 275+ Indian & International Medical Device companies and MSME units, 50+ Research Institutions, etc. have confirmed their participation in the Expo.
  • Over 376 foreign buyers entries have been received out of which selected 200+ foreign buyers will be hosted for B2B engagement.
  • The proposed Expo will create visibility of medical devices ecosystem to the world and build a brand identity for the Indian MedTech sector.
  • IMTE-23 would offer a unique platform to meet and interact with Start-ups, Indian & International Medical Device companies, MSME units & Research Institutions.
  • IMTE-23 would feature special Government Regulators, State MedTech Parks, Future Healthcare, R&D and Innovation, Make in India & Start-ups Pavilion, along with parallel thematic Conference sessions.

 

Kolding Museum, Denmark

 

What's the NEWS

  • In the beginning of March, 2023 Museum Kolding and the National Museum in New Delhi will open the joint exhibition "Silver treasures from Denmark and India".
  • An MoU (Memorandum of Understanding) of the exhibition was signed and exchanged between the National Museum, New Delhi, India and the Museum Kolding, Kolding, in New Delhi
  • The exhibition will showcase the finest of the silver collection from the Museum Kolding and the National Museum in New Delhi in March 2023.
  • The collaboration and exhibition is under the recently agreed cultural exchange programme between India and Denmark for the years 2022 to 2026.
  • For the first time, at the National Museum visitors will be able to see the parallel traditions of the Indian and Danish silver objects.

 

EXERCISE SEA VIGIL-22



What's the NEWS

  • Exercise Sea Vigil-22, the two-day Coastal Defence exercise was conducted from 15-16 Nov 22.
  • The conceptual and geographical expanse of Sea Vigil included contingencies ranging from Peace to War-time across the entire coastline and EEZ of the country.
  • In addition, mitigation measures, on shore, in case of any breach in Coastal Security mechanism were also validated.
Exercise Highlights
  • The exercise involved participation of more than 17 Government agencies from nine Coastal States and four Union Territories that are involved in the Coastal Defence Mechanism and Coastal Security construct.
  • This edition of exercise Sea Vigil saw the largest participation from all maritime security agencies.
  • More than 500 surface assets from the Indian Navy (IN), Coast Guard (CG), States Marine/ Coastal Police, Customs, Forest Department, Port Authorities and private operators participated in the exercise.
  • The entire coastline was kept under surveillance by the IN and CG ships and aircraft.
  • Helicopters were also pressed into service to reinforce Special Operations personnel operating onboard offshore platforms.
  • The State Police teams, Indian Navy Marine Commandos and Commandos from National Security Guard were exercised to tackle acts of maritime terrorism.
  • More than 800 NCC cadets participated all across the Coastal states and UTs.
  • The exercise also validated the technical surveillance infrastructure called the National Command, Control, Communication and Intelligence (NC3I) Network.
  • The Information Management and Analysis Centre (IMAC) at Gurugram and its various nodes across IN and CG stations were exercised for coordinating the surveillance and information dissemination mechanism.
