NRC Assam: 1.02 Lakh people excluded from additional draft

What's the NEWS
- NRC additional draft published
- Assam Government has published an additional list to exclude the names of over 1 lakh people from the National Register of Citizens (NRC). The final draft of the Assam NRC will be published on July 31.

- An additional exclusion list comprising the names of 1,02,462 persons to the draft National Register of Citizens (NRC).
- This additional list was published under Clause 5 of the Scheduled to Citizenship Rules, 2003.
- As per provisions contained in Clause 5 of the Schedule of The Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, an Additional Draft Exclusion List consisting of 1,02,462 persons has been published today.
The persons whose names appear in the Additional Draft Exclusions List are those persons whose names were included in the Draft NRC published on 30th July 2018, but have been subsequently found ineligible due to the following reasons:
- Persons who were found to be DF (Declared Foreigner) or DV (Doubtful Voter) or PFT (persons with cases Pending at Foreigners Tribunals) or their descendants, as applicable, discovered after publication of Draft NRC,
- Persons who were found to be ineligible while appearing as witness in hearings held for disposal of Claims & Objections,
- Persons who were found to be ineligible during the process of verification carried out by the Local Registrars of Citizens Registration (LRCRs) under provisions of Clause 4(3), after publication of Complete Draft NRC on 30th July, 2018.
Excluded persons will be informed
- Those persons who will be excluded will also be informed individually through Letters of Information (LOI) to be delivered at their residential addresses along with the reason of exclusion.
- Such persons will have the opportunity to file their Claims which will be disposed through a hearing by a Disposing Officer.
- All such Claims will be disposed thereafter and results of such persons will be declared in the Final NRC on 31st July 2019.
Know! the role of Supreme Court
- The Supreme Court on May 8, 2019 ruled that the court will not extend the deadline for finalisation of the Assam National Register of Citizens (NRC). Hence, the final Assam NRC should be readied by July 31, 2019.
- A bench comprising Chief Justice Ranjan Gogoi and Justice RF Nariman gave liberty to Prateek Hajela, Assam NRC coordinator, to deal with claims of people against wrong inclusion or exclusion of citizens in the NRC.
- The final draft of NRC was released on July 30, 2018. The list incorporates names of 2.89 crore people out of 3.29 crore applicants. The names of over 40 lakh people have been left out.
December 2018 ruling of Supreme Court
- The Supreme Court on December 12, 2018 extended the deadline for the submission of claims and objections by individuals excluded from the first draft of the Assam National Register of Citizens (NRC) to December 31, 2018. Earlier, the last date for submission was December 15.
- Consequently, the process of commencement of verification was shifted to February 15, 2019 from February 1.
November 2018 ruling
- The Supreme Court on November 1, 2018 fixed December 15 as the deadline for filing of claims and objections by individuals excluded from the NRC Draft.
- The bench allowed claimants for Assam NRC to rely on five documents, which were earlier objected to by NRC coordinator, to prove their citizenship.
- All these documents will be subjected to a thorough process of verification and would be accepted only after complete satisfaction of the genuineness.
These five documents are:
- Names in NRC, 1951
- Names in Electoral Roll up to March 24, 1971
- Citizenship Certificate and Refugee Registration Certificate
- Certified copies of pre-1971 Electoral Roll, particularly, those issued by Tripura
- Ration Card
Know! all about National Register of Citizens of Assam
- The National Register of Citizens (NRC) is a list containing names of Indian citizens of Assam.
- Assam, which saw migration of people from Bangladesh since the early 20th century, is the only state having an NRC, first prepared in 1951.
First Draft of NRC
- The first draft of the NRC for Assam was published on December 31, 2017 and it incorporated the names of 1.9 crore people out of the total 3.29 crore applicants.
- The top court had earlier said that the claims of those citizens, whose names do not figure in the draft NRC for Assam published on December 31, 2017 would be examined and would be mentioned in the subsequent list, if found genuine.
Final Draft of NRC
- The Assam government on July 30, 2018 released the second and final draft of the state's National Register of Citizens (NRC).
- As per the Draft, the total number of persons included in the list is 2,89,83,677 leaving a total of 40,70,707 as ineligible for inclusion. Of these 40,70,707 names, 37,59,630 names were rejected and remaining 2,48,077 names were kept on hold.

- The National Register of Citizens (NRC) is a register containing names of all genuine Indian citizens residing in India. The register was first prepared and its updation process was put into action after the 1951 Census of India
- The NRC is now being updated in Assam to include the names of those residents(or their descendants) who appear in the NRC, 1951, or in any of the Electoral Rolls up to the midnight of 24 March 1971 or in any one of the other admissible documents issued up to mid-night of 24 March 1971, which would prove their presence in Assam or in any part of India on or before 24 March 1971.
- The updation process of NRC started in the year 2013 under the strict monitoring and supervision of the Supreme Court of India.
- On the midnight of 31 December 2017, Part Draft NRC was released and subsequently on 30 July 2018, the Complete Draft of NRC was released

What's the NEWS
- Narendra Modi Government has appointed senior IPS officer Samant Goel as the new Research and Analysis Wing (RAW) chief
- In another move, government has appointed senior IPS officer Arvind Kumar as the director of the Intelligence Bureau (IB).
- Their names were finalized by the Appointments Committee of the Cabinet (ACC), headed by PM Narendra Modi and comprising Home Minister Amit Shah.
- Samant Goel was heading operations for the agency and was instrumental in planning the February 2019 Balakot air strikes and also the 2016 surgical strikes before his appointment as raw chief.
Know! about ACC
- The Appointments Committee of the Cabinet (ACC) decides appointments to several top posts under the Government of India.
- The committee is composed of the Prime Minister of India (who is the Chairman), the Minister of Home Affairs. Originally the Minister in-charge of the concerned Ministry was also the part of the committee but as per the new notification (as on 14 July 2016) the minister of concerned ministry has been excluded from the committee.
The six Committees of the Cabinet are:
- Appointments Committee of the Cabinet
- Cabinet Committee on Accommodation
- Cabinet Committee on Economic Affairs
- Cabinet Committee on Parliamentary Affairs
- Cabinet Committee on Political Affairs
- Cabinet Committee on Security
- All Committees of Cabinet except Cabinet Committee on Parliamentary Affairs (CCPA) and Cabinet Committee on Accommodation (CCA) are chaired/headed by Prime Minister.
- CCPA and CCA are headed by Union Home Minister.
In the Second Modi ministry, PM Narendra Modi has formed two new committees under his chairmanship to focus on two key concerns - Employment and Investment.

International Day against Drug Abuse and Illicit Trafficking

What's the NEWS
- International Day against Drug Abuse and Illicit Trafficking 2019 on June 26, 2019. This day is against drug abuse and the illegal drug trade.
- It is also known as World Drug Day. Observance of the day is an important initiative to tackle drug abuse and trafficking.
- The theme of this initiative for 2019 is "Health for justice, justice for health."
- This year's theme highlights that justice and health are two sides of the same coin when it comes to addressing drug problems.
- UNODC encourages individuals, non-profit organizations, the private sector and Member States to get involved in its social media campaign to mark this day and invites them to draw on the resources provided in the social media campaign package.
Know! about International Day against Drug Abuse and Illicit Trafficking
- By resolution 42/112 of 7 December 1987, the General Assembly decided to observe 26 June as the International Day against Drug Abuse and Illicit Trafficking as an expression of its determination to strengthen action and cooperation to achieve the goal of an international society free of drug abuse.
- Supported each year by individuals, communities and various organizations all over the world, this global observance aims to raise awareness of the major problem that illicit drugs represent to society.
- United Nations Office on Drugs and Crime will also launch the 2019 World Drug Report at the United Nations Secretariat in New York.
Drug Abuse and addiction
- Drug abuse occurs when one use legal or illegal substance in a way that they aren't meant to be used.
- It might be taken much more than a regular dose of pills that a prescribed. Or worse, overusing pills that aren't even prescribed to use can be harmful.
- Drug abuse is done when you start feeling good doing it, or at ease, or you want to avoid reality.
- Unless you are addicted, you are able to take control on these unhealthy habits or get rid of them altogether.
