Operation Milap: over 300 children rescued in 7 months

What's the NEWS
- The Delhi Police Crime Branch has rescued 333 children from the Capital. These children were missing since January 2019 from various parts of the country and found in the Capital, the police said.

- The operation Milap under which children are rescued was launched in December 2014. Under this project, the Anti Human Trafficking Unit (AHTU) of the Delhi Police develops information, rescues the trafficked or kidnapped person and arrests the kidnappers, he said.
- The rescued children are counselled and also given requisite medical attention. Police are trying to find out the parents of the children rescued, so that they can be reunited with their families, the police said.

DRDO carries out three successful Nag missile tests in one day in Pokhran

What's the NEWS
- Moving closer toward the induction of the Nag anti-tank guided missiles into the Army, Defence Research and Development Organisation (DRDO) on Sunday carried out three successful test firings of the missiles in the Pokhran firing ranges.
- The missiles were test-fired during both day and night on Sunday during the trials and all the three tests were successful
- Government sources said the missile is in the final stages of being inducted into the Army which will use it by mounting them on the modified armoured vehicles.

- The Defence Acquisition Council has last year approved the procurement of DRDO's designed and developed NAG Missile System (NAMIS) at the cost of Rs 524 crore.
- The system includes a third generation Anti-Tank Guided Missile, the NAG, along with the Missile Carrier Vehicle (NAMICA).

- The NAG missile is a third generation anti-tank guided missile, which has top attack capabilities that can effectively engage and destroy all known enemy tanks during day and night.
- The successful induction of the NAG missile into the Army is expected to give a quantum boost to the Army's capability against enemy armour.

- Nag was one of 1st 5 strategic missiles planned to be developed under Integrated Guided Missile Development Programme (IMGDP) initiated in 1980s.
- Other missiles developed under IMGDP project include Agni, Prithvi, Trishul and Akash.
- Except Trishul all three of them have successfully developed and inducted into Indian armed forces as Trishul project was shut down after being developed as technology demonstrator.

- India looks at RCEP as a logical extension of its Act East Policy and it holds enormous potential for economic growth and stability for the entire region.
- In the 26th round of RCEP negotiations at the Experts level,which has concluded recently in Melbourne, some progress has been achieved with member countries showing a degree of flexibility and accommodation.
- India too has shown significant flexibility during the negotiations and helped to achieve convergence in few important areas..
What's the concern
- India made asymmetrical sacrifice in goods, giving much more than it received. The promise of commensurate offers in services subsequently by ASEAN countries did not fructify.
- The surge in goods imports into India is accentuated by instances of non-adherence to the Rules of Origin provisions and lack of full cooperation in investigating and addressing such breaches.
- The utilization of preferential tariffs by India under the India-ASEAN FTA is below 30% because of standards, regulatory measures and other non-tariff barriers in the region.
- Market access issues with China for Indian goods have been particularly problematic. Indian Industry is not convinced that RCEP will create a win-win situation for all by ensuring balanced outcomes in an across the key pillars, particularly goods and services.

Second India-Russia Strategic Economic Dialogue

What's the NEWS
- The Second India-Russia Strategic Economic Dialogue (IRSED) shall be held on 10 July in New Delhi
- The Second meeting of the IRSED shall be focussing on six core areas of cooperation, namely, Development of Transport Infrastructure and Technologies; Development of Agriculture and Agro-Processing sector; Small and Medium Business support; Digital Transformation and Frontier Technologies; Cooperation in Trade, Banking, Finance, and Industry; and Tourism & Connectivity.

- The IRSED was established following a bilateral Memorandum of Understanding (MoU) signed between NITI Aayog and the Ministry of Economic Development of the Russian Federation during the 19th edition of the Annual India-Russia Bilateral Summit, which was held on October 5, 2018, in New Delhi.
- The First India-Russia Strategic Economic Dialogue was held in St. Petersburg between November 25-26, 2018, and was chaired by Mr. Maxim Oreshkin, Minister of Economic Development of the Russian Federation, and Dr. Rajiv Kumar, Vice-Chairman, NITI Aayog.

Economically Weaker Sections (EWS) Bill

- Articles 15(6) and 16(6) have been inserted in the Constitution, vide the Constitution (One Hundred and Third Amendment) Act, 2019. This enables the State to provide the benefits of reservation on preferential basis to the Economically Weaker Sections (EWSs) in civil posts and services in the Government of India and admission in Educational Institutions.
- Accordingly, the provision for 10% reservation to the EWS was implemented by the Government in January 2019. The data regarding number of persons who have availed benefit of EWS reservation for appointment in Government services till date will be available with DOPT after uploading of data for the current year commence.
- Instructions have been issued by the Ministry of HRD for increasing the total number of seats over a period of two years, to provide for 10% EWS reservation, without adversely affecting the proportionate seats of SCs, STs and OBCs.
- 10% reservation under EWS category is applicable to those persons who are not covered under the existing scheme of reservations for the Scheduled Castes, the Scheduled Tribes and the Socially and Educationally Backward Classes.
- This information was given by Minister of State for Social Justice and Empowerment Shri Krishan Pal Gurjar in a written reply in Lok Sabha today.

Rehabilitation of Homeless Persons

- As per Census-2011, the number of homeless persons in the country is 17,73,040 comprised in 4,49,787 households. As per this Census, a total number of 47,076 houseless persons, comprised in 23,175 households are in NCT of Delhi.
- ‘Land' and ‘Colonization' are State subject, therefore, it is the primary responsibility of State Governments to implement appropriate scheme for the houseless.
- However, they are administering a Scheme of Shelter for Urban Homeless (SUH) as a component of Deendayal Antyodaya Yojna-National Urban Livelihoods Mission (DAY-NULM), through respective States/UTs.
- Objective of the scheme is to ensure availability and access of the urban homeless population to permanent shelters including the basic infrastructure facilities like water supply, sanitation, safety and security.
- Under SUH, the shelters will be a space for convergence and provisions of various entitlement of social security, food, education and health care systems. All homeless persons, in shelters should be given priority under various schemes, and government programme.
- The Shelter Management Agencies and Committee would be responsible to ensure the availability of various entitlements and benefits to the homeless.
