MCA21 Version 3.0 to be launched in Fiscal 2021-22

What's the NEWS
- During the fiscal 2021-22, the Ministry of Corporate Affairs (MCA) will launch data analytics driven MCA21 Version 3.0.
- This Version will have additional modules for e-Adjudication, e-Consultation and Compliance Management.
- MCA21 system is the first Mission Mode e-Governance project of Government of India.
MCA21 V3 Project
- MCA21 V3 Project is a technology-driven forward looking project, envisioned to strengthen enforcement, promote Ease of Doing Business, enhance user experience, facilitate seamless integration and data exchange among Regulators.
- The project will have Micro-services architecture with high scalability and capabilities for advanced analytics.
- MCA21 V3 is envisioned to transform the corporate regulatory environment in India.
Key components of MCA21 (to be launched during Fiscal Year 2021-22 are:
e-Scrutiny:
- It will scrutinise certain Straight Through Process (STP) Forms filed by the corporates on the MCA21 registry and flag the companies for more in depth scrutiny.
e-adjudication:
- It will manage the increased volume of adjudication proceedings by Registrar of Companies (RoC) and Regional Directors (RD) and will facilitate end to end digitisation of the process of adjudication,
- It will provide a platform for conducting online hearings with stakeholders and end to end adjudication electronically.
e-Consultation:
- It will provide an online platform wherein, proposed amendments/draft legislations will be posted on MCA's website for external users/ comments and suggestions pertaining to the same in a structured digital format.
Compliance Management System (CMS):
- CMS will assist MCA in identifying non-compliant companies/LLPs, issuing e-notices to the said defaulting companies/LLPs, generating alerts for internal users of MCA.
MCA Lab:
- As part of MCA21 V3, a MCA LAB is being set up, which will consist of corporate law experts.
- The primary function of MCA Lab will be to evaluate the effectiveness of Compliance Management System, e-consultation module, enforcement module, etc. and suggest enhancements to the same on an on-going basis.
- The Lab will help MCA in ensuring the correctness of results produced by these key modules in view of the dynamic corporate ecosystem.

HAL LUH (Army Variant) receives Initial Operational Clearance

What's the NEWS
- The Light Utility Helicopter (LUH) received the Initial Operational Clearance (IOC) for the Indian Army from Centre for Military Airworthiness and Certification (CEMILAC) during the ongoing Aero India 2021 at Air Force Station Yehalanka, Bengaluru
Light Utility Helicopter (LUH)
- The LUH is a three-ton class new generation single engine helicopter indigenously designed and developed by Rotary Wing Research and Design Centre of HAL with features suitable for operations in the diverse operating conditions unique to India.
- The LUH will replace the ageing fleet of Cheetah/Chetak helicopters operated by the Services.
- The LUH is powered by a single turbo shaft engine Ardiden 1U from M/s. Safran Helicopter Engine (SHE), France with adequate power margins to accomplish high altitude missions in Himalayas with ease.
- LUH is equipped with Smart Cockpit Display System (Glass Cockpit), state-of-the-art HUMS (Health & Usage Monitoring System) and is designed for various utility and armed roles.
- All certification activities like Ground testing, Ground Test Vehicle endurance runs, system testing, Flight testing including hot weather trials, cold weather trials, sea level trials and hot weather high altitude trials have been completed.
- Based on the flight trials carried out, all PJSQR requirements for basic helicopter certification have been complied satisfactorily.

HAL hands over five ALHs Mk III to Indian Navy and Indian Coast Guard

What's the NEWS
- Hindustan Aeronautics Limited (HAL) has handed over three Advanced Light Helicopters (ALH) Mk III to Indian Navy and two ALHs to Indian Coast Guard as part of its 16 ALHs contract during the ongoing Aero India 2021 at Air Force Station Yehalanka, Bengaluru on February 05, 2021.
Advanced Light Helicopters (ALH) Mk III
- The ALH has clogged close to 3,00,000 cumulative flight hours and proven its mettle in versatile operations.
- The Indian Navy had ordered 16 Mk-III to supplement its ageing and depleting fleet of Alouettes (Chetaks) - from HAL.
- Mark-III features a full glass cockpit with HAL's Integrated Architecture Display System (IADS), more powerful "Shakti" (Safran Ardiden 1H1) engines and a host of new systems.
- These helicopters are primarily meant for use in a shore-based role and they come up with latest-generation avionics and role equipment.

National Skill Development Mission
Know! all about NSDE
- The National Skill Development Mission (NSDM) was launched by the Prime Minister on 15.07.2015 to create convergence across sectors and States in terms of skill training activities and for skilling at scale with speed and standards.
- Training is not only done by the Central Ministries and Departments but also by the State Governments.
- Training is also done by industries/employers in their premises.
- There are more than 20 Central Ministries/ Departments which are running schemes/programmes to impart skill training to the youth of the nation.
- The Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme known as the PradhanMantriKaushalVikasYojana (PMKVY) on pan-India basis, besides Jan ShikshanSansthan (JSS) and National Apprenticeship Promotion Scheme (NAPS) in the short-term skilling eco-system, while long-term training is being imparted through the Industrial Training Institutes (ITIs) under the Craftsmen Training Scheme (CTS).
The Sub-Missions are part of the NSDM.
- The Governing Council of the NSDM, chaired by the Prime Minister, has the power to identify Sub-Missions in high priority areas as per need.
- Seven Sub-Missions on: (i) Institutional Training; (ii) Infrastructure; (iii) Convergence; (iv) Trainers; (v) Overseas Employment; (vi)Sustainable Livelihoods, and (vii) Leveraging Public Infrastructure were approved.
- The progress of work and way forward in respect of each Sub-Mission is monitored by the Executive Committee of the NSDM, chaired by Secretary, MSDE.
- The objectives and enablers of the Sub-Missions are such that proportion of individuals benefiting from them cannot be quantified.
Single Window Approval System for Industries
Know! all about centralized Investment Clearance Cell
- The Central Government is working on setting up a Single Window System for clearances and approvals of industry in the country.
- Despite the presence of several IT platforms for investing in India such as in departments of the Government of India and State Single Window Clearances, investors need to visit multiple platforms to gather information and obtain clearances from different stakeholders.
- To address this, the creation of a centralized Investment Clearance Cell which would provide end-to-end facilitation support, including pre-investment advisory, information related to land banks and facilitating clearances at Central and State level was proposed and the same is also a Budget Announcement 2020-21.
- The cell is being planned as a One-stop digital platform to obtain all requisite central and state clearances/ approvals required to start business operations in India.
- The Investment Clearance Cell will be a National portal that integrates the existing clearance systems of the various Ministries/ Departments of Govt. of India and of State Governments without disruption to the existing IT portals of Ministries and will have a single, unified application form.
- This will eliminate the need for investors to visit multiple platforms/ offices to gather information and obtain clearances from different stakeholders and provide time-bound approvals and real time status update to investors.

Know! about Industrial Park Scheme-2002
- Data on Industrial Parks that have been established and functional in different States of the country during the last three years is not centrally maintained. However, Department for Promotion of Industry and Internal Trade has built one centralized system of industrial park information which is available at Industrial Information System (IIS) and the details are being updated by the concerned States at regular intervals.
- Setting up of Industrial Park and Industries in different States comes under the purview of the concerned State Government itself. However, Central Government provides support to the States through its scheme/programmes, once the proposal to develop the parks/clusters/industries in a particular region is received from the concerned State Government.

OPERATIONALISATION OF IAF-HAL e-PORTAL
What's the NEWS
- IAF and HAL have operationalised an e-Portal as part of Inter-Organisational Information Sharing System (IOIS) during the Aero India 2021.
Know! about the e-portal
- The e-Portal will optimize long-term sustenance planning and reduce repair and overhaul cycle time.
- This will facilitate smooth, safe and secure method of data transfer between the two organisations.
- This will enhance optimization of task and increase efficiency in productivity and availability of spares to IAF.
- It will also reduce the time for finalization of tasking and budgetary quotation processes.
- The e-Portal will bolster the competencies of both the organisations and will lead to increased serviceability of IAF weapon systems.
- It will also facilitate secure information sharing between IAF and HAL for better coordination, improved transparency and faster decision-making.
- The customer-centric portal would go a long way in leveraging the benefits of information sharing in real time.
- It will also enable the visibility of HAL repair milestones, provide instantaneous Budgetory quotations against IAF orders and give information on status of supply against Aircraft on Ground and tasks involved.

Bandhan ceremony of Aero India 2021

- Defence Research and Development Organisation (DRDO) participated in the ‘Bandhan' ceremony at Aero India 2021 to enhance cooperation and synergy between industry and Government organisations.

- The DRDO handed over Licensing Agreements for ToT (LAToT) for 14 DRDO developed technologies to 20 industries.
- The technologies transferred are from the area of electronics, laser technology, armaments, life sciences, materials science, combat vehicles, naval systems, aeronautics, sensors, etc.
- NMRL-Fuel Cell based Air Independent Propulsion Technology for Naval Submarines named NMFCAIP is a unique capability developed by DRDO and now transferred to the industry. Multi Agent Robotic System (MARS) will be produced by Indian industry based on DRDO design.
- The order of 83 Light Combat Aircraft (LCA) Tejas MK1 worth over Rs 48,000 crore will give a big boost to defence manufacturing specially to the aviation industry.
- The negative list of 108 items for import is also meant to provide opportunity to the domestic manufacturing sector to strengthen their base and contribute to Aatmanirbhar Bharat.
- Many armament systems, namely 155 mm X 52 Cal Advance Towed Artillery Gun System (ATAGS), Mechanical Mine Layer - Self Propelled (MML- SP) and Prachand Anti-Tank Munition are handed over to the industry for production.
- An MoU was exchanged between DRDO and HAL to cooperate and finalize the aspects of ToTs of Uttam radar for new LCA configurations and new generation Radar Warning Receiver (RWR-NG).
